WebTiger 2 has arguably the best gun on a tier 8 heavy. Tiger 2 can side-scrape better and the buffed turret will bounce most tier 8 standard rounds. Neither tanks have reliable hull armor. The only thing the IS-3 is better at is that it's slightly more mobile and the turret armor is more reliable. My vote goes to the Tiger 2.
